New Energy Efficiency Standards
As Victoria continues to phase in new energy efficiency standards for rental properties, heating and cooling upgrades are becoming an increasingly important part of property management. From 1 March 2027, new lease commencements and conversions to periodic leases will require energy-efficient cooling in the main living area, while heating and hot water systems that reach the end of their service life must be replaced with efficient electric alternatives. By 1 July 2030, energy-efficient cooling will be required in the main living area of all rental homes, unless a specific exemption applies. For property managers and landlords, this means planning ahead is essential — not only to remain compliant, but also to improve tenant comfort, reduce running costs, and future-proof rental properties.

Heat pump hot water systems are becoming an increasingly important upgrade for rental properties in Victoria. Unlike conventional electric hot water systems, heat pumps use a refrigeration cycle to draw heat from the air, making them a far more energy-efficient solution. For rental providers and property managers, their value is not only in improved efficiency, but also in helping prepare properties for Victoria's staged energy efficiency standards. From 1 March 2027, where a rental property's hot water system breaks down and cannot be repaired, it must be replaced with an efficient electric alternative such as a heat pump water heater. Eligible upgrades may also attract VEU discounts, helping reduce upfront costs while improving tenant comfort and supporting longer-term compliance planning.
